Nungua, Accra, 1 March 2019. The Western Region Coastal Foundation (WRCF) and the Regional Maritime University (RMU) signed a memorandum of understanding (MoU) on 1 March to work together to develop competent job-ready technical graduates for employment in industry.
The MoU was signed by WRCF’s CEO George Owusu and RMU’s Vice Chancellor Prof. Elvis Nyarko, at RMU in Nungua, Accra.
The partnership seeks to align the training programmes of technical institutions with the needs of industry through support for standards development; accreditation for selected programmes and improved training facilities; development of a modern curricula, and improved instructor training and industry experience.
Under the MoU, WRCF, through its Technical Centre of Excellence (TCE), will facilitate technical assistance and support, as well as multi-stakeholder TVET dialogues that will support accelerated skills development in the oil and gas sector. In addition, WRCF is also expected to deliver on accredited oil and gas programmes through its internationally acclaimed resource persons.
As one of the beneficiary institutions of the Oil and Gas Capacity Building Project (OGCBP), RMU is expected to make available its state of the art training laboratories, workshops, simulators, and other facilities for the training of people to meet relevant international accreditation. RMU will also support the TCE to engage potential clients to utilize the equipment and labs situated on its campus.
According to the CEO of WRCF, Mr. George Owusu, the MoU gives meaning to LI 2204 and LI 2173 on local participation in petroleum and mining and signifies an important step towards contributing meaningfully to President Nana Akuffo Addo’s goal to make Ghana a hub for skills development and TVET delivery in Africa. Mr. Owusu added that “WRCF and RMU’s mutual interest and support for the modernization of technical skills training in Ghana is essential for more Ghanaians to acquire the requisite competencies to participate in Industry’s value chain.”
The Vice Chancellor of RMU, Prof. Elvis Nyarko stated that the disconnect between the needs of the Oil and Gas industry and the public sector technical education system had created a significant gap in the number of skilled tradespeople needed to meet local content requirements of the Petroleum Commission.
Therefore, “through this MoU, collaboration between WRCF and RMU will strongly promote aligning the interests of stakeholders regarding technical education standards, skills development; and support the call for modernized curriculum and relevant certification. This will ensure strengthened institutional frameworks for our technical institutions and make our workforce and graduates attractive to industry” Prof. Nyarko added.
